A reporting system must stay useful after launch. Keep definitions, source evidence, quality checks, decision records and follow-up actions current. When those connections fail, investigate the cause and decide whether to change or stop the work.

Use this standard to run decision intelligence and assess where it can be replicated. It does not transfer the responsibilities established in the Executive Reporting and Review-Cadence Standard, the Data Governance, Access and Privacy Operating Standard or the BI Partner Appointment and Delivery Assurance Playbook. Those guides continue to govern executive reviews, data controls and partner appointments respectively.

1. The Market Connection Context

The recognisable condition is a reporting system that is busy but not governed as a service. Metric definitions drift between teams; source failures are fixed manually; thresholds have no decision owner; exceptions live in messages; meetings revisit old debates because prior decisions and assumptions are not linked; new teams copy dashboards without reproducing controls; and the original analyst remains the only person who can explain or repair the system.

The value path is:

Current customer and operating evidence
→ governed metrics and explainable signals
→ recorded human decision and owned action
→ monitored outcome, quality and guardrails
→ learning, change, stop or controlled replication
→ accountable organisational value

Potential exposure includes wrong decisions, delayed action, repeated analysis, hidden manual effort, contradictory management signals, uncontrolled access, fragile reporting, supplier or analyst dependence and scaled inconsistency. These effects remain REQUIRES VALIDATION until the organisation observes decision use, sources, quality, exceptions, actions, outcomes, effort, controls and alternatives.

The operating contract

Every decision-intelligence service requires:

  • a business decision owner, metric steward, source owner, technical service owner, forum owner, action owner and benefit owner;
  • a stable decision contract: question, options, metric evidence, thresholds, authority, action, review and stop condition;
  • metric contracts with purpose, definition, grain, population, exclusions, baseline, source, owner, cadence, threshold, guardrail and change trigger;
  • source-to-interface lineage, version, reconciliation, quality rules and failure states;
  • a decision log that separates evidence, interpretation, choice, dissent, commitment and later outcome;
  • exception routes for data quality, threshold override, access, forum, action and service conditions;
  • monitoring across source, metric, interface, use, decision, action, outcome, control and human burden;
  • runbooks for quality failure, late data, definition conflict, unavailable source, inaccessible interface, disputed decision and rollback;
  • capability transfer so several accountable people can explain, operate, challenge, change and stop;
  • controlled replication gates that preserve local decision context, ownership and evidence.

GOV.UK guidance recommends deriving metrics from service purpose, naming sources, giving context and iterating as the service changes (How to set performance metrics, VERIFIED official public-service guidance within its context). This standard applies those principles to organisational decision systems without adopting mandated public-service KPIs.

Operating and scale dispositions

Use one primary human disposition:

DispositionMeaning
RETAIN WITHIN BOUNDARYCurrent service, metrics and decision use remain accepted.
CHANGE UNDER CONTROLA bounded source, metric, interface, forum or workflow change proceeds with evidence and rollback.
VALIDATEA material meaning, quality, use, outcome or control claim needs proof.
RESTRICT OR FALL BACKLimit use or return to an accepted alternative while evidence is repaired.
SUSPENDPause a consequential use while containing and investigating.
STOP AND RETIREClose service authority, access, records, claims and dependencies.
TRANSFERDemonstrated operating capability moves to named receiving owners.
REPLICATE WITHIN BOUNDARYA separate receiving context passes fit, ownership, control and evidence gates.
DEFER SCALECurrent local service may continue but replication is not justified.

Boundaries with adjacent standards

The Executive Reporting and Review-Cadence Standard: Turning Dashboards into Decision Systems defines how an executive reporting forum reaches decisions, assigns actions and learns at its accepted cadence. The Decision Intelligence Operating and Scale Standard: Monitor, Explain, Decide, Act and Learn supplies reliable service evidence and decision records; it does not redesign that forum silently.

The Data Governance, Access and Privacy Operating Standard: Making Control Usable governs classification, access, privacy, retention and exceptions. The Decision Intelligence Operating and Scale Standard: Monitor, Explain, Decide, Act and Learn consumes accepted governance controls and routes material use/access changes back to The Data Governance, Access and Privacy Operating Standard: Making Control Usable.

The BI Partner Appointment and Delivery Assurance Playbook appoints and assures a BI delivery partner. The Decision Intelligence Operating and Scale Standard: Monitor, Explain, Decide, Act and Learn accepts only completed, evidenced handover and then owns continuing service, supplier performance evidence, change and exit.

Monitoring beyond uptime

A technically available interface may still be wrong, stale, inaccessible, unused, misunderstood or disconnected from action. Monitor source arrival and reconciliation, metric correctness and meaning, interface task fitness, decision and action completion, customer or operating outcomes, exceptions, incidents, access/control events and human effort.

GOV.UK monitoring guidance recommends user, technical and security measures plus owned checks and alerts (Monitoring the status of your service, VERIFIED official guidance). Alerts in this standard require a human response route; anomaly alone is not a conclusion.

Expected outputs are a decision-service charter/ownership register, metric/source/quality register, decision/action/exception log, and operating-transfer/replication/review register. They do not prove accuracy, adoption, maturity, benefit or scale.

2. The Leadership vs. Delegation Boundary

The reader recognises that sustained value requires metric stewardship, decision logs, exception review, quality monitoring, capability transfer and controlled replication.

BoundaryRequired content
Executive sponsor ownsDecision outcome, investment, risk appetite, final retain/change/stop/replicate decision and benefit ownership
Decision and forum owners ownQuestion, options, materiality, decision rights, threshold interpretation, choice, dissent, action and The Executive Reporting and Review-Cadence Standard: Turning Dashboards into Decision Systems cadence
CIO/CDO and service owners ownSources, lineage, metric service, quality monitoring, technical operation, incidents, changes, capability transfer and retirement
The Data Governance, Access and Privacy Operating Standard: Making Control Usable and qualified authorities ownClassification, access, privacy, security, retention, specialist exceptions and risk acceptance within mandate
Delivery or partner teams may leadAnalysis, engineering, monitoring, facilitation, documentation, testing, transfer support and evidence preparation
SharedScope, assumptions, evidence thresholds, measures, dependencies, acceptance gates and change/review conditions
Cannot be outsourcedMetric business meaning, final decision, risk acceptance, internal source accuracy, affected-person accountability and operating ownership

Internal leadership

An internal team can lead where owners can reconcile sources and meaning, real forum and action evidence is accessible, operators can contain failures, several people can explain the system, and leadership is willing to retire familiar reporting. Analysts must be able to state uncertainty and dissent.

Independent leadership

Independent challenge is justified where metric owners benefit from favourable definitions, one analyst or supplier controls evidence, forums mark their own effectiveness, manual repair hides quality, benefits are double counted, or replication has executive momentum without local fit. A partner cannot become permanent substitute for decision and service ownership.

Narrow specialists

Use quality, architecture, security, privacy, accessibility, measurement, facilitation or service-reliability specialists for bounded issues. Return forum design to The Executive Reporting and Review-Cadence Standard: Turning Dashboards into Decision Systems, governance/access to The Data Governance, Access and Privacy Operating Standard: Making Control Usable and provider appointment/contract conditions to The BI Partner Appointment and Delivery Assurance Playbook.

Stop and escalation

Suspend or stop consequential use for unknown metric version, failed mandatory reconciliation, uncontained quality/control incident, inaccessible critical task, missing decision authority, expired access/exception, actions that cannot be reconciled, or unsupported outcome claims. Escalate decision meaning to CFO/business owner, technical containment to CIO/CDO, governance to The Data Governance, Access and Privacy Operating Standard: Making Control Usable authorities and affected-person consequence to sponsor/risk executive.

Questions for evaluating an operating or scale partner

  1. Which owners can explain the decision, metric, source and service independently?
  2. Which signals detect wrong or misunderstood decisions beyond system uptime?
  3. How are changes to meaning separated from routine technical releases?
  4. What record links evidence, interpretation, choice, dissent, action and outcome?
  5. How do quality and governance exceptions expire and close?
  6. Which runbooks have been demonstrated with real roles?
  7. What proves internal capability rather than documentation delivery?
  8. Which receiving-context differences block replication?
  9. How are partner contribution and other causal factors separated?
  10. Which evidence triggers restriction, suspension, retirement or decentralisation?

Evidence classifications used in this guide

  • VERIFIED: official guidance or retained organisational evidence checked for identity, scope and relevance.
  • INFERRED: an operating or outcome interpretation linked to evidence with alternatives and limitations visible.
  • PROPOSED: a metric, threshold, control, change, replication or disposition awaiting acceptance.
  • REQUIRES VALIDATION: a material meaning, quality, outcome, capability or scale claim that cannot support use yet.

Use the method with AI

A prompt to help you work through this guide

Use this prompt to organise your analysis. Share only evidence you are authorised to provide to that model. A person must remain responsible for the decision, privacy limits and final action.

Copy and adapt

You are helping me apply the Abrasim operating guide: “The Decision Intelligence Operating and Scale Standard: Monitor, Explain, Decide, Act and Learn”.

Situation: A measurement implementation launches but definitions, review behaviour and decision quality decay over time.
Decision to make: Operate and selectively replicate decision intelligence without allowing definitions, evidence quality, ownership, decision practice or outcome claims to decay after implementation.
Scope boundary: One operating decision-intelligence service from charter, metric and source stewardship through decision/action logging, monitoring, exception and change control, capability transfer, contribution review, receiving-context qualification and bounded replication.

Use only the evidence I provide. Do not invent facts, benchmarks, sources, outcomes, customer research or legal conclusions. Keep VERIFIED, OBSERVED, INFERRED, PROPOSED and UNKNOWN separate. Ask focused questions when the evidence or authority is missing.

Help me work through this method by returning:
1. An evidence table with claim, source, date, confidence and limitation.
2. The strongest competing explanations, including what would disprove each one.
3. Decision options with trade-offs, dependencies and the cost of waiting where evidence supports it.
4. The next smallest evidence-gathering action, its accountable owner and acceptance test.
5. A proceed, change, validate, defer or stop recommendation that a named human decision-maker can review.

Treat the attached Abrasim working pack as a blank working record. Do not fill missing rows with plausible data. Flag privacy/POPIA, security, accessibility, safety and authority issues. Cite primary sources for external claims and show uncertainty. End with the conditions that would make us change course or stop.

Working rule: AI can help organise evidence and expose questions; it cannot establish truth, approve risk, make the business decision or replace qualified legal, privacy, security or accessibility review.

Next decision

Retain, change, restrict, suspend, retire, validate or replicate a decision-intelligence service using current metric, source, use, action, outcome, burden, capability and receiving-context evidence.

Use the measurement and decision-intelligence assessment where sustained operation crosses executive decisions, metric stewardship, source quality, governance, human action, contribution evidence and controlled replication. A capable internal team or narrower specialist may be sufficient when the decision, evidence boundary, authority and required competence are narrow and independently challengeable.
