Once growth priorities are agreed, teams need a shared way to put them into practice. Keep the backlog, evidence, handoffs and reviews connected across campaigns, sales, service and technology. Check whether each change improves the business outcome, then continue, change or stop it.

This standard operates authorised growth work from intake to evidence, decision and capability transfer. It does not fund the portfolio, guarantee experimental inference, prescribe a delivery framework or absorb every specialist method. The Growth Investment Portfolio: A Leadership Standard for Funding, Sequencing and Stopping Growth Work retains portfolio funding and opportunity-cost authority. The Search and Answer-Engine Visibility Operating Standard: Building Discoverability, Authority and Commercial Progression retains the search and answer-engine visibility method. Scale is a human referral to an authorised investment forum, not an automatic response to a positive metric.

1. The Market Connection Context

The recognisable condition is a review meeting full of completed tasks and conflicting results. Media ran, pages changed, emails sent and sales scripts updated, yet nobody can connect the combined work to a customer decision or delivered value. Backlogs contain projects, defects, hypotheses and executive requests as if they were equivalent. Handoffs are considered complete when a ticket moves. Measures are selected after release. Tests overlap, populations contaminate one another, and lessons remain with a supplier or individual.

The operating value path is accepted market priority → bounded intervention → controlled exposure → observed customer and operating response → reconciled evidence → human decision → adopted operating change → delivered value and learning. Breaks occur when priorities enter without authority, the intervention lacks a mechanism, data cannot answer the decision, downstream capacity is ignored, implementation differs from design, evidence is reviewed without context, or no owner accepts the resulting change. Possible effects include wasted spend, customer or employee harm, margin erosion, repeated experiments, delayed decisions, operational overload and capability dependency. Their scale is REQUIRES VALIDATION.

HM Treasury's 2026 Magenta Book describes evaluation as systematic assessment of design, implementation and outcomes, emphasises proportionate methods, and distinguishes monitoring inputs, processes, outputs and outcomes (Magenta Book). Its Test and Learn guidance describes staged learning before wider rollout, supporting explicit maturity and evidence gates rather than assumed scale (Test and Learn). These sources apply to government evaluation; The Growth System Operating and Scale Standard: Cadence, Experiments, Handoffs and Stop/Scale Gates borrows control principles and is not a claim of formal compliance or experimental validity.

Use The Growth System Operating and Scale Standard: Cadence, Experiments, Handoffs and Stop/Scale Gates when several functions must operate accepted growth priorities through one decision system, when experiments need shared controls, when handoffs cross marketing and delivery, or when capability must transfer from a partner. Use a simpler team process for low-risk work contained by one owner and one measure. Use qualified research, statistical, legal, privacy, accessibility, security, engineering or financial specialists when the intervention requires conclusions in those domains.

Do not use this standard to rescue an unapproved priority, bypass The Growth Investment Portfolio: A Leadership Standard for Funding, Sequencing and Stopping Growth Work funding, replace The Search and Answer-Engine Visibility Operating Standard: Building Discoverability, Authority and Commercial Progression technical and editorial controls, expose customers or employees without authority, or call an uncontrolled before-and-after change an experiment. Not every intervention needs randomisation; every intervention does need a decision question, evidence plan, implementation record, guardrails and honest limits.

The decision is: for each authorised priority, should the organisation activate, validate, change, hold, hand off, stop or refer a bounded scale case, and what capacity, evidence and ownership must change? Expected outputs are an operating charter, role and cadence system, decision backlog, intervention and experiment contracts, handoff acceptance records, reconciled measures, decision dispositions, scale-referral pack, capability-transfer evidence and operating-system review. A stopped intervention that prevents further waste and preserves learning is a valid result.

2. The Leadership vs. Delegation Boundary

BoundaryRequired content
Executive sponsor ownsGrowth outcome, operating mandate, risk appetite, evidence access, portfolio and decision rights, resource constraints, final activate, change, hold, stop or scale-referral decisions and benefit ownership.
Execution team or specialist may leadBacklog administration, intervention design, research, experiment implementation, analysis, facilitation, artefact production, handoff coordination, measurement operations, documentation and knowledge transfer.
SharedScope, priorities, cadence, hypotheses, evidence thresholds, population, dependencies, measures, safeguards, acceptance, learning and escalation gates.
Cannot be outsourcedFinal business and scale decision, risk acceptance, legal, security, privacy and employment authority, customer or employee accountability, internal source accuracy, operational adoption and benefit ownership.

A capable internal team can operate the system when one executive sponsor protects cross-functional participation, a growth operating owner controls intake and decision records, evidence owners can challenge interpretation, and receiving teams have authority to accept or reject handoffs. The cadence should serve decisions; adopting ceremonies without those rights creates reporting overhead.

An independent operating architect is justified when multiple agencies or functions optimise local targets, previous tests cannot be reproduced, handoffs routinely fail, or no internal role can challenge executive requests and supplier claims. Independence must include transparent methods and transfer: an external operator must not become the only holder of accounts, evidence or operating knowledge.

A narrow specialist is sufficient for a bounded experiment design, statistical analysis, research activity, accessibility test, data-quality issue or technical change. The specialist owns method execution within delegation; leadership retains customer exposure, risk and later scale.

The reader recognises that the backlog, review cadence, experiment rules, handoff ownership, measurement and capability transfer need an operating architect, not another campaign supplier.

Stop intake when valid source authority is absent, the outcome or population is undefined, exposure is unsafe, source handling is invalid, downstream ownership is missing, or the organisation cannot stop the work. Escalate new funding and displacement to The Growth Investment Portfolio: A Leadership Standard for Funding, Sequencing and Stopping Growth Work, visibility-specific method changes to The Search and Answer-Engine Visibility Operating Standard: Building Discoverability, Authority and Commercial Progression, privacy and security to qualified owners, experimental validity to a competent analyst, and customer or employee harm to accountable leadership. A mandated corrective or incident source may authorise bounded containment only; new funding, displacement or expansion still returns to The Growth Investment Portfolio: A Leadership Standard for Funding, Sequencing and Stopping Growth Work.

Provider or internal operating-model questions:

  1. How does work enter the backlog and what evidence keeps it there?
  2. Who can reject executive, channel or supplier requests?
  3. How are interventions, experiments, defects and mandated work kept distinct?
  4. Which population, implementation and contamination evidence is retained?
  5. What makes a handoff accepted rather than sent?
  6. How are monitoring, causal inference and commercial outcomes separated?
  7. What stops harmful or inconclusive work?
  8. What evidence is required before a scale referral?
  9. How will accounts, methods, analysis and decision rights transfer internally?
  10. Which measures assess the operating system itself?

Reject an approach that sells a fixed ceremony package, guarantees test results, makes a platform dashboard the decision record, rewards test volume, or withholds working evidence from internal owners.

3. The Step-by-Step Execution Standard

Use the Growth Operating Charter, Authority and Cadence Register, Decision Backlog and Intervention Contract Register, Experiment Handoff and Evidence Ledger, and Operating Decision, Scale Referral and Capability Review Register. DefinitionEligible handoffs explicitly accepted by receiving owners divided by eligible handoffs, with returns, exceptions and recoveries separate.
Baselinebaseline required.
SourceT03 handoff records and receiving system evidence.
OwnerReceiving operating owner.
CadenceAt each material handoff and operating review.
ThresholdA case-specific return or exception boundary triggers change, pause or stop.
GuardrailStatus movement cannot count without receiver acceptance and customer safeguards.
AttributionUpstream quality, receiving capacity and policy can all affect acceptance.

Measure D: Decision-useful evidence yield

FieldContract
Outcome or decisionDecide whether learning activities produce usable human dispositions.
MeasureDecision-useful evidence yield.
TypeLearning.
DefinitionCompleted learning activities resulting in an accepted continue, change, repeat, hold, adopt, stop or scale-referral decision divided by completed activities; inconclusive results remain separate.
Baselinebaseline required.
SourceT04 decisions linked to T03 evidence.
OwnerEvidence owner and decision owner.
CadenceAt operating-system review.
ThresholdRepeated inconclusive work triggers method, intake or capability change under a pre-agreed rule.
GuardrailStop decisions count as useful when evidence supports them.
AttributionMeasures decision usefulness, not commercial performance.

Measure E: Accepted value-path outcome

FieldContract
Outcome or decisionDecide whether an adopted intervention improves the accepted customer and business transition.
MeasureAccepted value-path outcome.
TypeCommercial outcome.
DefinitionBusiness- and finance-accepted downstream outcomes divided by eligible upstream states for the stated population and period, with reversals and exclusions explicit.
Baselinebaseline required.
SourceReconciled analytics, CRM, sales, fulfilment, service and finance evidence.
OwnerBenefit owner, finance owner and measurement owner.
CadenceAt pre-agreed outcome and portfolio gates.
ThresholdCase-specific human-approved rules trigger retain, change, hold, stop or scale referral.
GuardrailOutcome volume cannot override margin, service, fairness, accessibility or capacity harm.
AttributionSelection, lag, seasonality, spillover and concurrent work remain explicit.

Measure F: Capability and continuity acceptance

FieldContract
Outcome or decisionDecide whether adopted operation remains usable without avoidable specialist dependency.
MeasureCapability and continuity acceptance.
TypeGuardrail.
DefinitionRequired accounts, methods, artefacts, decisions, exception routes and real operating tasks accepted by internal owners divided by required transfer conditions.
Baselinebaseline required.
SourceT04 transfer and access records.
OwnerInternal capability and operating owners.
CadenceAt adoption, partner change and system review.
ThresholdA missing critical control triggers remediation, retained support, return or stop.
GuardrailTraining attendance and document delivery do not equal capability.
AttributionInternal capacity, turnover and access policy affect continuity.

Evidence classifications used in this guide

  • VERIFIED: direct evidence accepted for the stated intervention, population, implementation, source and period.
  • INFERRED: a reasoned interpretation with assumptions and alternative explanations retained.
  • PROPOSED: an intervention, experiment, threshold, operating change or referral awaiting authority.
  • REQUIRES VALIDATION: a material mechanism, outcome, transferability or scale claim lacking sufficient evidence.

The Growth System Operating and Scale Standard: Cadence, Experiments, Handoffs and Stop/Scale Gates is a PROPOSED Abrasim operating standard, not evidence that a particular cadence or experiment works. GOV.UK's Service Manual says prioritisation should be revisited and informed by performance analysis, user research and stakeholder input, supporting an evidence-led rather than static backlog (deciding priorities). Its progress guidance treats reporting as decision support and describes open backlogs and continuous planning among useful practices (measuring and reporting progress). These are operating references, not a requirement to copy a particular ceremony or a guarantee of commercial value.

Use this prompt to organise your analysis. Share only evidence you are authorised to provide to that model. A person must remain responsible for the decision, privacy limits and final action.

Copy and adapt

You are helping me apply the Abrasim operating guide: “The Growth System Operating and Scale Standard: Cadence, Experiments, Handoffs and Stop/Scale Gates”.

Situation: Diagnostics and strategies produce priorities, but the organisation lacks a repeatable system for operating and scaling growth work.
Decision to make: Operate authorised growth work as a closed evidence-and-decision system so interventions enter with authority, cross functions through accepted handoffs, produce bounded learning, stop when warranted and transfer usable capability.
Scope boundary: One cross-functional growth operating system covering portfolio-authorised intake, decision backlog, roles and forums, intervention contracts, dependency and capacity sequence, proportionate learning and experiment design, implementation fidelity, handoff acceptance, evidence reconciliation, human dispositions, The Growth Investment Portfolio: A Leadership Standard for Funding, Sequencing and Stopping Growth Work scale referral, adopted-capability transfer and operating-system review.

Use only the evidence I provide. Do not invent facts, benchmarks, sources, outcomes, customer research or legal conclusions. Keep VERIFIED, OBSERVED, INFERRED, PROPOSED and UNKNOWN separate. Ask focused questions when the evidence or authority is missing.

Help me work through this method by returning:
1. An evidence table with claim, source, date, confidence and limitation.
2. The strongest competing explanations, including what would disprove each one.
3. Decision options with trade-offs, dependencies and the cost of waiting where evidence supports it.
4. The next smallest evidence-gathering action, its accountable owner and acceptance test.
5. A proceed, change, validate, defer or stop recommendation that a named human decision-maker can review.

Treat the attached Abrasim working pack as a blank working record. Do not fill missing rows with plausible data. Flag privacy/POPIA, security, accessibility, safety and authority issues. Cite primary sources for external claims and show uncertainty. End with the conditions that would make us change course or stop.

Working rule: AI can help organise evidence and expose questions; it cannot establish truth, approve risk, make the business decision or replace qualified legal, privacy, security or accessibility review.

Next decision

For each authorised growth priority, decide whether to activate, validate, change, repeat, hold, adopt, stop or prepare a bounded scale referral, with evidence, handoff, capacity and capability-transfer controls explicit.

Use the diagnostic when growth constraints and priority interventions are not yet accepted; use an internal revenue-operations team or a focused research, experimentation, analytics or process specialist when one authorised intervention and operating gate contain the work.
